Willard William Wirtz was born on March 14, 1912, in DeKalb, Illinois. He attended Northern Illinois University and graduated from Harvard Law School in 1937. He went on to teach law at the University of Iowa and Northwestern University. During World War II, he was general counsel of the Board of Economic Warfare and War Labor Board.
